I made this on a real clean Windows 10 install and on several virtual machines, always fresh installs.
I can really reproduce this issue whenever you want.
I install Remote Utilities Server on one machine (it's a Windows Server 2022).
I configured it with users, rights and all stuff needed to work with.
Then i installed the host on this machine and connected it to the server. It shows online and I can connect to it.
I have 12 hosts and till now I could connect to ALL hosts.
Now the only thing I did was to stop the host on my laptop,
start the viewer as administrator via rightklick, create a MSI installer,
close the viewer and restart the host service.
Since then I cannot connect to NO MACHINE at all. What's wrong with that?
I can reproduce this behaviour at every machin with fresh windows and fresh RU.
I even installed the server on a new machin and reproduced the procedures on them again.

For those wo have the same problem:
Install RU Server on a desktop machine.
Don't start the service and don't configure anything.
Add the license to the server via Config and license tab.
Now export the registry key HKLM\Software\Usoris\Remote Utilities\MiniInternetID
and import this reg file on the machine where the dysfunctional add button exists.
After that you MUST do following:
Under the Authentication tab recreate a new certificate for both "TLS" and "deprecated".
Now you have to reconnect all hosts again.
