Android works when on WIFI but not Cellular Data

Viewer 7.7.1.0m12.7.3 x 64 host 7.6.2.0
My Android will connect to the host when on WIFI connection to the same network as the host but not when connecting by Cellular Data. My access to server works fine when in another building using a PC over the internet. Firewall on host has port in and out 5655 allowed. Uninstalling and reinstalling the android viewer did not help. Any help is appreciated. The logs on my Android show connected to ID server: id75.remoteutilities.com then Connection to "host" failed (when on cellular data) but when connecting to host in same building/LAN via wifi the log reads connected to ID server:108.170.31.210 then connection to "host" established. That string of numbers is not my internet id. so it appears a different ID server is used for wifi versus cellular data connections?

Are you able to connect to the same remote Host using any other device (or at least another internet connection)? In addition, please make sure that the Internet-ID connection is enabled and set up on the remote Host machine following this guide.

Yes, I can access the remote host using the internet ID from any PC anywhere and also on my android if it is connect to the WiFi when in the same building using the internet ID of the host but not if android is using Cellular data and using the internet ID for connecting to host.

I replied on the 19th but it may have been routed wherever. I can connect to the same remote Host from other PC's using the same saved Internet ID number. I can connect to the same remote Host using my Android if it is connected to the Wifi of the same LAN but it will not connect if I am using the Android's cellular service and not the wifi connection. These are all using the same Internet ID and remote utilities viewer. It appears from the logs listed above that a different ID server is used when connecting by Wifi versus Cellular Data. Is that RU ID server, the Cellular provider (Comcast), or on my router of the host? Have you found that some wireless providers block RU? Or have you found that some routers will block an incoming Viewer if going through Wifi versus Cellular data?
