Way to use Local Group policy Editor

Is there a way to remote in to the " Local Group Policy editor " and make changes via the remote utilities console?

Ever since upgrading

Ever since I upgraded my host and viewer the computer that have a host work for a while when a user is using them then go dormant and turn grey and the connection fails.. they never ever used to do this is the past I found out when the remote utilities failed and went dormant but the  [censored] account worked. How can I fix this? see the icon turn grey picture..

what are the difference in icons showing here and how to change them?

Remote utilites wont see connections

tte reason why there was no connection was due to a HUGE fiber line being cut effecting millions in the USA

see it here:  https://www.wired.com/story/friday-comcast-outage-cut-fiber/
