Does RemoteUtilities app need to comm. to back-end infrastructure?

Hi,

If there was a need to prevent user's from running and using RemoteUtilities software on the workstations, if they had it installed, for security reasons:

Does RemoteUtilities need to communicate out to a RemoteUtilities network infrastructure to be able to work?   Such as a url/ip address?    Are we able to block an url/website/ip address to prevent active connections from working?
