windows 7 / 10 mouse movement on host

I'm seeing the HOST mouse jump back to the position of the VIEWER cursor, even when viewer cursor is stationary. Is it not sensible to transfer control of the mouse back and forth? Can this not be sensed depending on which one is being moved, or with a click? As is, the host mouse has nearly zero control whenever the mouse is over the viewer window.

The host mouse can't really be used/shared because it keeps jumping back to the position of the viewer mouse cursor.
I don't know if it's related, but the host cursor is also visible when "Lock input and screen" is enabled. (It moves around on the blacked out host screen as the viewer user moves the mouse.)
I tried to record this, but neither the host nor local cursor is captured.
HOST:
Windows 7 up to date
RU 6.8.0.1
VIEWER:
Windows 10 (1607) up to date
RU 6.8.0.1
