I have a friend who subscribes to Verizon and uses a hotspot for connection.  Is a connecting possible using this Setup ?

I installed and configured RUServer about 2 weeks ago
It worked fine for a couple of days, then it would not connect.  I finally uninstalled it, cleaned up the computer, rebooted and re-installed.   It worked fine for a couple of days, then it stopped connecting again. I tried doing the same procedure as before to no avail.  No matter what I do I get the error message.  "Connection error occurred.  Error code 0."  Where am I doing wrong?
