Our Public IP Company can't connect to inter Server

Dear Support,

Our network company can't connect to inter-ID.
We can resolve IP of id.remoteutilities.com to 64.20.61.146.
but we can't telnet port with 443 and 5655 to it.
I have checked on our internal firewall. it alloweds but sent/bytes received is 0.
