Viewer can't connect to remote computer, but all other options do.

I can't get the viewer to connect to remote desktop. both are running 7.0.2.0 I can connect to it through remote utilities via rdp, or command prompt, file transfer,etc. Host computer is new install of Server 2019. I've tried reinstalling, no success. Any Ideas. I just get connecting to "computer name" Please wait. Thumbnail icons do update. This is a headless machine, so no keyboard, monitor or mouse is attached.

Have you tried to restart the remote machine?
